ARPL Programme

The Office of the Premier (OTP) in collaboration with the AIDC-EC, has launched a significant initiative aimed at supporting the Eastern Cape Province's automotive aftermarket industry. This programme focuses on empowering SMMEs by facilitating their qualification as certified artisans through the Artisan Recognition of Prior Learning (ARPL) process.

This initiative has been made possible by funding from merSETA.

This strategic move addresses a critical gap in the automotive aftermarket space. The initiative is a formal recognition of skills acquired through years of practical experience. Many SMME owners and their employees possess invaluable expertise, refined through on-the-job training and years of dedicated service.


However, without formal qualifications, they often face limitations in accessing growth opportunities, securing contracts, and building credibility with larger industry players.

The ARPL programme provides a structured pathway for these experienced individuals to have their existing skills assessed and formally recognised.


This process eliminates the need for them to undergo lengthy and often costly traditional apprenticeship programmes. Instead, it focuses on evaluating their current competencies against industry standards, identifying any knowledge or skill gaps, and provide targeted and essential training to bridge those gaps.


Currently, the participants are undergoing trade testing, a crucial step in the ARPL process. This rigorous evaluation ensures that they meet the required standards of proficiency in their respective trades. Successful completion of these tests will result in the awarding of formal artisan qualifications, validating their skills and opening up new avenues for growth.


These are commonly called “RED SEAL certifications”, which signify a nationally recognised artisan qualification, awarded after successfully completing trade tests and demonstrating competency in specific trade, motor and diesel mechanics in this case. The "Red Seal" is a term used to describe a trade certificate issued by the Quality Council for Trades and Occupations (QCTO).


The collaboration with the OTP highlights the government's recognition of the vital role that SMMEs play in driving economic development. This partnership demonstrates a concerted effort to provide targeted support and resources to empower these businesses and unlock their full potential.


The successful completion of the ARPL programme by these 150 SMMEs will not only enhance their individual capabilities but also strengthen the overall competitiveness of the Eastern Cape's automotive aftermarket industry. It will contribute to a more skilled workforce, improved service quality, and a more robust and dynamic industry.


This initiative is a testament to the power of collaboration and targeted support in driving sustainable economic growth and empowering local entrepreneurs.
